It is the opinion of the Quinte Staff that based on flow and precipitation data till the end of November (and updated into mid Dec 2025), that we reduce the current Level 2 Low Water Condition to a Level 1 Low Water Condition.
This report was delayed from the beginning of the month to mid-month to fully assess potential changes, long-term forecasts and the declared actions of our neighbors.
Of note; * Long range forecasts by the province indicate that more seasonally normal snowfalls and temperatures are expected for the duration of Dec. This will potentially allow some ongoing ground water supply recharge ahead of freeze up. * A quick review of ground water (Quinte monitored wells) indicate some recharge has occurred. This is highly situational, with well levels rising sporadically. * Please note that water haulers are still active, but less busy. * Even with notable rains and melting snows, the response in stream and river flows has been very muted. This indicates that received rainfall is quickly being absorbed into the ground and not running off (this is a good thing). * The watershed to the West, Lower Trent CA, held a meeting late last week, and has seen similar changes. They are reducing their status from level 2 to level 1. * The watershed to the East, CRCA, held their committee meeting Monday, and have indicated the intent to reduce their status from level 2 to level 1. * This will be a long slow process, with each declaration level being stepped through. Reducing low water conditions is based on the 90 day (3 month) measured averages, and not the 30 day averages, which may slow the perceived recovery. Normal conditions with no declarations status may occur in the New Year, or may be postponed for a few months.
The recovery of ground water and well water supplies is extremely fragile. If there is a hard freeze in the ground and no mid-winter snow melt, the well recharge will stall and could reverse. Even if the “low water indicators” suggest an end to the drought condition, they will be unable to reflect the water supply vulnerability over the winter. Maintaining some extended messaging regardless may be prudent. This will be the topic of the January meeting. Until then, have a good holiday.
